WELCOME TO THE IOWA DNR ONLINE TIER II REPORTING SYSTEM
The Iowa Department of Natural Resources (IDNR) is responsible for the collection and managament of Tier II data reported by regulated facilities. The purpose of Tier II data is to provide state and local officials with specific information on hazardous chemicals present at a facility. This information is utilized for emergency preparedness planning.
If this is your first time using the new online reporting tool refer to the Iowa Tier 2 Online Instruction sheet on my DNR webpage at www.iowadnr.gov/epcra/tier2.html. If you are new to reporting in Iowa please contact Elonda Bacon at 515-725-0302 to set up your user ID and Password or e-mail email@example.com. We encourage facilities to submit their Tier II information to the IDNR using this online reporting system. Updates may be submitted at any time during the year!
Reminder - Last year the EPA updated the data requirements for health and physical hazards to better line up with the Globally Harmonized System for Hazard Communication. Information concerning the health and physical hazards of the chemicals you store can be found on the Safety Data Sheet for the material listed. This information is required.
We have also updated the LEPC (County Emergency Management) listing.The listing contains current contact and Tier II submittal information for each county. The listing will indicate if the LEPC wants to receive Tier II reports electronically (e-mailed), hardcopy (mailed to LEPC), or if they do not require a copy sent to them. A hardcopy must still be sent to the local fire department serving the facility. You are not required to send a copy of the report to the state as I use the online program.
Environmental Protection Community Right-To-Know Act (EPCRA) Section 311/312 requires facilities that have a material safety data sheet (SDS) for any hazardous chemicals stored or used in the work place above certain quantities to submit an emergency and hazardous chemical inventory form (TIER II) to the SERC, LEPC, and local fire department. The TIER II form is due annually on March 1st. Approximately 500,000 products have SDS forms.
